About SAN
SAN is an abbreviation for “Security Association of Namibia”. SAN is a Section 21 company as per the Companies Act no 28 of 2004 non-profit and none government association with operations financed solely from registration of membership fee payments and renewal of annual membership fees. SAN is founded 05 November 1991 and registered and acts as an organization of Namibian employers in the security industry with the purpose of promoting and protecting the interests of employers, employees, and consumers in Namibia.

SAN is registered in terms of the Labour Act 11, 2007 will register and act as an organization of Namibian employers in the security industry with the purpose of promoting and protecting the interests of security employers in Namibia.SAN is registered in terms of Section 57 of the Labour Act, 2007, (Act No. 11 of 2007) as the representative of Namibian employers for the purpose of promoting, encouraging, protecting and fostering the interests of employers and doing everything necessary and advisable for the achievement of these objectives. The objectives of SAN include, inter alia:
To support the public and private sector entities in the Republic of Namibia in its endeavor to ensure the protection of Industrial and Commercial facilities and assets against criminal, subversive and hostile elements;
To encourage, promote, aid in and effect the voluntary interchange, amongst members of the ASSOCIATION; of data, information, experience, ideas and knowledge about methods, processes and techniques relating to the profession of security
With the knowledge that the supply of a quality professional security service is dependent upon the integrity of companies, directors and members, the Security Association of Namibia adopts the following Code of Ethics and mandates its total compliance as a condition of membership of the association

Membership Registration
The membership and subscribing fees required must accompany the application
Subscribing Fee: N$ 500. 00 per application
The Application form must be fully completed.
- Original Certified copy by NAMPOL of the company’s registration at the Ministry of Trade & Industry and BIPA must accompany the application (Founding Statement).
- Updated Certified copy by NAMPOL of good standing certificate for Social Security Commission.
- Updated Certified copy by NAMPOL of good standing certificate for TAX registration Ministry of Finance
- Updated Certified copy by NAMPOL of the registration certificate that proofs that you are registered with NAMPOL (BONIFADE) as a Security Officer, Hunter, Sports Person or Arms or Ammunition Collector in accordance with the Arms and Ammunition Act. (No. 7 of 1996) as amended, (where applicable).
- Updated Certified copy by NAMPOL of Business fitness Certified.6. Updated Certified Code of conduct by NAMPOL for company owners.
- Declaration stating that your company adheres to the Collective Agreement relating to 67 Annotated Statutes Labour Act 11 of 2007 and Government Gazette No 6414, dated 15 September 2017 a Minimum Wage on Entry Level for the Security Industry
- Updated Certified copy by NAMPOL of Business fitness Certified.6. Updated Certified Code of conduct by NAMPOL for company owners.
- Original certified copy by NAMPOL of the company’s owner /s national identification card
- Proof of registration as an emergency service vehicle as per Road Traffic and Transport Act 22 of 1999, (if applicable).
- Updated certificate proof of registration of National Vocational Training Act 18 of 1994 and Vocational Education and Training Levy on Employers Vocational Education and training Act, 2008 (if applicable).
- Updated good standing certificate from NAMFISA (if applicable)
- Updated good standing certificate certified copy by NAMPOL as SME from Ministry of Industrialization and Trade (if applicable).

SAN submission
Consultative meeting (19th December 2013) with Hon Deputy Minister of Labour, and Social Welfare to ensure the enforcement and compliance of the minimum wage and the working conditions in the security industry as stipulated in the Labour Act 11, 2017
- SAN submission (05th September 2008) of a letter of complaint to Director of Anti-Corruption Commission (ACC) on the irregular and inconsistency in the allocation of security tender contracts by the Public Procurement Unit (P.P.U.)
- International Partnerships- International Code of Conduct Association (ICOCA)- in progress after meeting in September 2021 virtually. The Council needs to meet on the way forward pending information received from the ICOCA
- Procurement Policy Unit (PPU)-Consultative meeting since July 2021 where discussions of the meeting concluded that recommendations from SAN be written to the PPU in efforts to improve the bidding document, information sharing, public awareness and workshops
- Namibia University of Science and Technology (NUST) Programme Advisory Committee for the Social Sciences Department for reviewing the programme Bachelor of Criminal Justice in policing from March 2020- March 2024
